Himachal Assembly Monsoon Session Concludes with 98% Productivity, Speaker Pathania Thanks All

Shimla, 2 September 2025: The ninth Monsoon Session of the 14th Himachal Pradesh Legislative Assembly concluded today, setting a new benchmark of efficiency with 98% productivity. Speaker Kuldeep Singh Pathania, addressing the media after the conclusion, said the session not only met expectations but also showcased the spirit of constructive debate and cooperation between the treasury benches and the opposition.

🔹 12 Sittings, 59 Hours of Proceedings

The session, which began on 18 August and continued till 2 September 2025, comprised 12 sittings with nearly 59 hours of proceedings. Pathania highlighted that the House paid tribute to former MLA Ganesh Dutt Bharwal on the opening day. Over the course of the session, the government provided answers to 690 questions — including 509 starred and 181 unstarred.

🔹 Extensive Debates under Rules

During the session, the House held detailed debates under various rules:

Rule 62: 12 discussions

Rule 63: 1 discussion

Rule 101: 7 discussions

Rule 102: 1 discussion

Rule 130: 6 discussions

Rule 324: 12 discussions

Pathania noted that both ruling and opposition members offered valuable suggestions. Two sittings — on 21 August and 28 August — were dedicated to private members’ business.

🔹 9 Bills Passed, 47 Reports Tabled

The Assembly passed nine government bills after detailed deliberations. In addition, 47 committee reports were tabled, and 43 important issues were raised during Zero Hour.

🔹 Youth Participation in Democracy

A remarkable feature of this session was the participation of 1, 118 students from government and private educational institutions who witnessed the proceedings first-hand. Pathania said this reflects the growing respect and curiosity of young minds towards democratic institutions.

🔹 Comparing with the Previous Session

The Speaker recalled that the previous session had 15 sittings spread over 73 hours, with 110% productivity and 1, 134 questions raised.

🔹 Gratitude to All Stakeholders

Pathania extended his gratitude to Chief Minister Thakur Sukhvinder Singh Sukhu, Leader of Opposition Jai Ram Thakur, Parliamentary Affairs Minister Harshvardhan Chauhan, Deputy Speaker Vinay Kumar, panel of chairpersons, Assembly Secretariat officials, state government officers, and staff. He also thanked the Himachal Pradesh Tourism Development Corporation for their support and acknowledged the crucial role of print and electronic media in taking the Assembly’s work to the people.

🔹 Festive Greetings

Concluding his remarks, Speaker Pathania conveyed warm wishes to the people of Himachal Pradesh on the upcoming Sharadiya Navratras, Dussehra, and Diwali, adding that the successful completion of this session reflects the strength of democracy in the state.
